The part of private dining that surprises people is the minimum spend, so it is clause 02 rather than a line in the terms. In short: the USD 450 room hire is a deposit against the bill, not a fee on top of it, and the USD 3,600 minimum is food and drink before service.
The private room is held for Thursday 12 November at 19:30 for 18 guests. The USD 450 paid comes off the final bill. Your menu choices and dietary requirements are due by 5 November, and the guest number can move to 20 or down to 14 until the same date.

How the minimum spend works
A minimum spend is a floor on the food and drink bill, not a fee. If you spend more than it, you pay what you spend. If you spend less, you pay the minimum. Three worked examples on your booking:

At 18 guests, USD 3,600 is USD 200 a head before service. The three course set menu at USD 95 with a modest wine selection typically lands between USD 210 and USD 240 a head, so this minimum is comfortably reached in normal use. It exists for the booking that shrinks to eight people, not to catch you.
