Half the highly rated things in Lisbon are wrong for you, not because they are bad but because they start at 09:00 or run six hours or finish across the river. The filter here is the shape of Thursday, and it removes most of the catalogue before quality is considered.
The Alfama food walk at 15:30 is the fit: it starts late enough to clear the airport, runs three hours, finishes twelve minutes' walk from your restaurant, and it is food you are then eating dinner after, which is the only real risk. Two alternatives below if you would rather not eat twice.

Alfama food and fado walk
Small group, maximum eight. Six tastings, two of them substantial, and a short fado performance in a family run house rather than a tourist room. Ends at Largo das Portas do Sol, twelve minutes downhill to Chiado. The catch: you will not be hungry at 20:00. 640 reviews, 4.9.
Tram 28 to Graça, guided
The tram everyone tells you to take, with someone who knows when to get off. Two and a half hours, mostly outdoors, ends at a viewpoint in Graça. Light, no food, leaves the evening intact. Weather dependent in November and there is no indoor alternative.
Tile workshop, LX Factory
Hands on azulejo painting, indoors, completely weatherproof, and you leave with the tile. The reason it is third: LX Factory is 25 minutes from Chiado and the 14:00 start means arriving by 13:45, which is 15 minutes after you are realistically free. Workable if bags go straight in a taxi.

- Book the food walk now, cancel free up to 24 hours before if the flight moves
- Do not book a second activity. One is the number for a 4 hour 30 window
- Consider moving dinner to 21:00, which is a normal hour in Lisbon and removes the only real conflict
- Check the flight the night before. A delay past 13:00 makes all three uncomfortable
