On what you described, an appliance fault and a failed RCD are the two most likely causes and they are distinguishable in about twenty minutes. The remaining forty minutes is usually enough to fix whichever it is.

Answered before you pay for a survey

You mentioned wanting an EV charger in the garage. A survey costs USD 190 and we would rather tell you the two things that most often stop the project in a building like yours, so you can check both for free first.

Ask first

Your comunidad's permission

You have a right to install in a shared garage in Spain, subject to notifying the comunidad properly, and in practice the route the cable takes is what gets argued about. Get the written acknowledgement before a survey, not after. Most administrators handle this routinely.

Ask the distributor

Supply capacity

A 1970s block often has a shared supply sized for the flats and nothing else. If there is no spare capacity, the charger needs a supply upgrade, which is a distributor job on the building's connection rather than an electrician's job in your garage, and it changes the cost by an order of magnitude.

Then survey

If both are fine

The survey is worth every euro: cable route, load calculation, protection, the notification, a fixed quote. Roughly two thirds of surveys we are asked for in blocks like yours would have been better spent after these two questions.
